Pre-Construction Manager – Reading- Water Utility Projects

We are seeking an experienced Pre-Construction Manager to lead the pre-construction phases of major water utility infrastructure projects. This is a critical role where your technical knowledge, leadership, and early-stage planning expertise will shape the success of complex, high-value civil engineering schemes.

Key Responsibilities:

  • Lead the pre-construction phase across multiple sites, working closely with internal teams and client representatives
  • Define project scope, manage risks, and drive design development in alignment with budget and delivery goals
  • Co-ordinate site investigations, surveys, and early planning consents
  • Ensure compliance with CDM regulations, quality standards, and health & safety requirements
  • Manage the design process, including buildability, safety, and cost-efficiency
  • Support tendering and bid processes by contributing commercial and technical insight

What We’re Looking For:

  • Proven experience managing pre-construction phases within water utility or civil infrastructure projects
  • Strong understanding of design coordination, risk management, and contract planning
  • Background in Civil Engineering (HNC/Degree or equivalent)
  • Confident in working with Primavera P6 or similar project planning software
  • Excellent communication, stakeholder management, and leadership skills
  • Ability to challenge design and delivery proposals to drive optimal outcomes
